Place Economies Symposium & UFX Conversation - Imagining and Valuing Places

What happens when we put the words “place” and “economy” together – do we change either or both? Are place economies best measured by “gross regional product” and “gross state product” or do we need other ways of knowing whether places are doing well? What might creatives, makers, designers, the GLAM sector, or heritage experts bring to an appreciation of the “value” of place? Should we be thinking about place at the scale of main streets and precincts, towns and suburbs, cities and regions, or nations and supra-national entities? Is the focus on so-called “iconic” projects such as stadiums and innovation precincts in place policies warranted?

Given the recent call by the SA Premier for more planning graduates what kinds of qualifications and skill sets does a place economic developer or a place strategist need? What are some examples of places that have adopted inspiring or “outside-the-box” approaches to economic development or the task of confronting place-futures?

Planning Review- A Panel Conversation

The Minister for Planning, the Hon. Nick Champion MP, has appointed an Expert Panel to lead the Planning System Implementation Review.

The Review covers:

  • The Planning, Development and Infrastructure Act 2016

  • the Planning and Design Code and related instruments, as it relates to infill policy, trees, character, heritage and car parking

  • the ePlanning system, to ensure it is delivering an efficient and user-friendly process and platform

  • the PlanSA website, to check usability and ease of community access to information.

The Planning Review has prepared three Discussion papers that are aligned to the topics the Panel has been tasked with reviewing.

UFX has assembled four experts to reflect on the planning review and the discussion papers. Consistent with our vision and mission, our conversation will have a strong regard to the planning and design code reform options.

Movement futures: are we going in the right direction?

Movement futures: are we going in the right direction? South Australia is at a fork in the road. Climate Change and commitments to reach net zero are requiring new ways to think about how we move around our city and State. If we are to reach our net zero targets, significant reductions in emissions from the movement sector will need to be delivered.

UFX is of the view that these strategies and plans do not appear to be linked and there doesn't appear to be any plan for a comprehensive and integrated movement strategy that outlines how we will move in our emerging urban and regional forms.

UFX has assembled four experts to reflect on our current State, discuss the challenges we face and the opportunities we should realise going forward, and explore what technologies, tools and approaches we should use to get us where we need to be.

WE DECLARE! Cities for People

A discussion exploring what is required to create liveable, people-centric cities while addressing the climate & biodiversity crisis

Cities tend to be framed as one of the main contributors to the exacerbation of climate change. They are resource intensive, transform natural environments into asphalt and concrete, are hotspots of pollution and are cramped.

However, compact and appropriately densified cities can be part of the answer to the climate change and biodiversity crisis as they concentrate activity in established urban areas and reduce the impact on the broader natural environment. Whilst densifying and intensifying, we need to ensure we bring greening and biodiversity into the city to ensure it is cool, sustainable, healthy, attractive and liveable.

It is in the DNA of Adelaide to be a "Livable City". The city's original urban planner, Colonel William Light, designed a city to be surrounded by nature and allow people to live authentically, enjoying a high level of wellbeing. Going forward, how do we ensure that we design the physical and unseen features of our city to put people first? And in putting people first, how do we begin to heal our ecology and place?

Please join the ASBN and AIUS SA as we explore these questions with leading South Australians across various disciplines. We will discover the hard and soft infrastructure required to create liveable, people-centric cities, while simultaneously addressing the climate and biodiversity crisis.

This event will have a live, in person discussion, with an audience. Audience members will receive a glass of wine and nibbles upon entry. Afterwards we will host a long table dinner with the ASBN team and panel members for further networking. Numbers are strictly limited for COVID Safe requirements and intimacy of networking.

As a hybrid event, we will also have an online option for our community who would like to attend via ZOOM. Living South Australia: How could we work, study, move & live post Covid-19?

Covid-19 has changed the way we look at how and where we work, study, move and live.

We know that we are working and studying from home more than ever and our relationships with our places of work and education have changed. We also know that there is less activity in the CBD. During the peak of the crisis, our movement behavious and patterns also changed.

As we emerge from the crisis, the questions we must ask are:

1. How much of this change is temporary and how much will become the ‘new normal’?

2. How will this change influence how we plan, develop, activate and manage our cities and regions in the future?

3. How can we learn from the experience and use it to our advantage?

In December 2020 the AIUS SA released a survey; Post Covid-19: How will we work, study, move and live?

The AIUS SA will be exploring the survey results and these questions in more detail at our event on 18 May 2021.

Infrastructure SA Capital Intentions Statement Briefing

The Capital Intentions Statement (CIS) is a five-year rolling annual plan that identifies specific major projects or programs (generally over $50 million) to be undertaken as a priority in South Australia. The CIS is designed to assist the State Government to prioritise infrastructure and efficiently allocate capital through the budget process. It does not include projects that are already funded in the Budget.

Published in March 2021, the latest CIS recommends three projects for investment decision by the State Government and a further 13 projects for business case development.

What are our current and future young citizens looking for in a place to live and grow?

While jobs and cultural opportunities are important, the ability and desire for young people to stay in a place is often shaped by their environment.

So how important are the urban environments and living conditions in Adelaide and South Australian towns for the retention and attraction of young people? Does the way and location where we build housing influence decisions? Is affordable, efficient and accessible transport important, or are the cultural and community networks within our lived environments key? What does “livability” mean for young people?

We invite you to join a discussion with 3 young panellists who have found a place in Adelaide as we seek their guidance and insight into their decisions and visions for Adelaide and South Australia's urban future.

AIUS SA AND PIA SA: LOCAL DESIGN REVIEW SCHEME WEBINAR

The Planning Institute of Australia (PIA SA) and the Australian Institute of Urban Studies (AIUS SA) are pleased to be hosting a joint webinar on Thursday 11 August on the draft Local Design Review Scheme for South Australia. The draft Scheme is on public consultation until Friday 21 August 2020.

If you want to learn more about what Local Design Review will mean for all sectors within the planning and development sector, including local government and consultants, come along to this webinar to learn more and ask questions.

The draft Scheme forms part of the State’s planning reform and sets out the consistent procedural requirements for councils who wish to provide Local Design Review within their communities, as well as independent Design Review providers.

Speakers

Brad McCormack is the Senior Planning and Design Officer at ODASA and leads a team committed to supporting high-quality design, collaborative planning and genuine engagement. He is a passionate and creatively motivated planner with broad public and private sector experience.

Sonya Carthy is the Senior Program Officer, Design Review at ODASA. Sonya was part of the team that established Design Review in South Australia in 2011 and continues to play a leading role in the strategic and operational future of the program.

The new South Australian Government has announced the establishment of a Productivity Commission to get our economy back on track and have also committed to ensuring we have better infrastructure planning and more transparent decision-making based on what our state needs, not on short-term political imperatives.

Globally, we are amid challenging and disruptive times. Inequality is expanding, climate change worsening and biodiversity languishing. Wealth is being generated for a few off the back of the majority and to the detriment of the planet.

So as the business grapples to reinvent itself in South Australia and around the world, how might we curate an economy grounded in we really care about - ensuring no one falls short on life’s essentials and within the means of the planet?

How might we develop a compass for human progress this century which intrinsically acknowledges the value of nature and the environment necessary for our long-term wellbeing and survival?

In exploring what future we want for South Australian’s, we may as well be asking ‘what future do we want for humanity?’

Many argue that we need to find measures beyond economic growth to assess the health of our economy and – more importantly, the people living in them.

‘Public spending that reflects our values and identity’ and 'Convincing Cabinet’ were the recurring themes raised by participants at the inaugural Being South Australia 2017 forum held in December 2017, and provide inspiration for this lunchtime forum.

Join us to hear from the South Australian Treasurer Hon. Rob Lucas, about how the new State Government intends to guide the state’s economy towards a better future in their first State Budget and beyond.

Urban Briefing No.11 Grow Up! How might SA be the best place for young people?

Adolescence is challenging anywhere, but how is it that young people in the Netherlands despite long winters and freezing temperatures are consistently the happiest in the world?

Most young people in the Netherlands eat better, watch less television, have kind and helpful classmates and are in the bottom five across the OECD for being overweight, having sex before 15, and feeling pressure from schoolwork. They are less unlikely to experience addiction, bullying and generally find it easy to talk to parents.

Adelaide and South Australia take pride in being designed for 'the good life', so what are we missing and what might we do better so our young people flourish.

To help us explore how to make Adelaide and South Australia the best place in the world to be a young person, the AIUS SA will bring together a panel of leaders to discuss public policy, urban design, and the future of jobs and opportunities for young people.

AIUS SA President Trish Hansen, will host conversations with year 12 student Billy Zimmermann, Anthropologist and Collective Impact Leader, Froukje Jongsma, Sandra Robinson - CEO of Together SA, and Jodie Van Deventer - CEO of the Committee for Adelaide.

The technological revolution continues to shape a new economy that will dramatically change South Australia’s urban environments, institutions and society. As the new economy emerges, how might we create the right conditions and partnerships for South Australians and the planet? 

Will we continue to see local start-ups and small to medium sized companies thrive or will new global leaders such as Google or Amazon dominate? Do we need one or the other or all to prosper? What happens to our values and ability to control our local economy, urban environments and society if we have to give everything away?

Building upon Being South Australia, Smart Cities and Entrepreneurial State conversations in 2017, we have some fantastic guest speakers provoking discussion about:
